What's New in Windows 10 Build 18309 Insider Fast Ring?



Windows 10 Build 18309 has just been released and brings several new features and some improvements from previous bugs, including failed fixes to use Windows Sandbox and the elimination of Cortana Voice Over when Clean Install Windows 10 19H1.

Here are some new things that will be found if you install Windows 10 Insider Fast Ring 19H1 with Build (18309).

Streamlined Windows Hello PIN reset experience Now Available on All Windows 10 Versions

This allows users to easily reset the PIN with the same experience as when opening a Microsoft via Website account. At first this feature was announced at Build 18305, but this experience is only available for Insiders in the Windows 10 Home edition. With today's update, Insiders can try it on all editions of Windows 10.

Log in to Windows with a Microsoft account without a password in all editions of Windows 10

With the release of Build 18305, Microsoft announced support for setting up and logging into Windows 10 with account telephone numbers, without having to make it, or dealing with the hassle of passwords for Insider using the Windows 10 Home edition. Today, that support extends to all editions of Windows 10.

If you have a Microsoft account with a telephone number, you can use the SMS code to enter, and manage your account in Windows 10. After setting up your account, you can use Windows Hello Face, Fingerprint, or PIN (depending on the capabilities of the device you are using) to go to Windows 10. No need to password anywhere.

Repair Narrator

  • Add more sounds: Users can download additional sounds in other languages without having to download the language package. To do this, open the Narrator Settings and select the "Choose more sound" link.
  • Navigation Home Narrator: The main actions on the Home Narrator, such as QuickStart and Settings, are now buttons and not Listview items. Users can do tabs among all of them.
  • Read the current phonetic character: Add Narrator + 5 twice to Narrator's command to make the current phonetic character.
  • Other improvements: 
- Improved control reading when navigating and editing
- Read tables that are fixed in PowerPoint
- Enhanced reading and navigating experience with Chrome and Narrator
- Increased interaction with the Chrome menu with Narrator

Increased Ease of Access

Adding enhancements to Cursors and Pointers, by adding 11 additional mouse pointers in the Cursors and Pointers settings, there are now 15 sizes.

General changes, improvements, and improvements for PC

  • We fixed the problem when using Hyper-V with external vSwitch apart from the default, resulting in many UWP applications not being able to connect to the internet.
  • We fixed two problems that resulted in the green screen citing problems with win32kfull.sys in the latest version - one when using an Xbox controller with your PC, one when interacting with Visual Studio.
  • We fixed a problem where changes to the Mouse Button settings in Settings will not last.
  • We have made a few small adjustments to the text on various pages in Settings.
  • We fixed a problem that caused the sporadic XAML context menu across the system to not involve the last few flights.
  • We fixed a problem that caused explorer.exe to crash when right-clicking on a network printer.
  • If you press WIN + H to start dictation in a language that is not supported, we have now added a notice explaining that this is why dictation does not start.
  • Based on your feedback, we add a notification now that will appear first when you press Alt Left + Shift - this explains that this hotkey triggers a change in input language, and includes a direct link to settings where hotkeys can be deactivated, if pressing is accidental.
  • Disabling Alt + Shift will not affect the use of WIN + Space, which is the recommended hotkey for changing the input method.
  • We fix a problem where the cmimanageworker.exe process might crash, causing system lag or higher than normal CPU usage.
  • Based on feedback, if you clean install the edition of Windows Pro, Enterprise, or Education, the voice-over Cortana will be disabled by default.
  • Screen reader users can still choose to start Narrator at any time by pressing WIN + Ctrl + Enter.
  • When Scan Mode is active and Narrator is in the slider, left and right arrows will decrease and increase the slider. The up and down arrows will continue to navigate to the previous or next paragraph or item. Home and End will move the slider to the beginning or to the end.
  • We fix a problem where Narrator cannot be turned off when the Narrator message box "Other Access Ease Application prevents Narrator from supporting touch..." is displayed.
  • We fixed a problem where Narrator did not read the process / application from the Task Manager when the "More details" view was selected.
  • Narrator now announces the status of the hardware button like the volume button.
  • We fix a number of problems related to the size of  the mouse pointer not increasing / decreasing correctly when the DPI is set to something other than 100%. We fixed the problem when the Magnifier failed to follow Narrator's cursor in Magnifier centered mouse mode if the "follow Narrator cursor" option was selected.
  • If you see that Windows Defender Application Guard and Windows Sandbox failed to launch on Build 18305 with KB4483214 installed, it will be fixed after you update to this build. If you are still having issues launching after upgrading, please enter feedback about it and we will investigate.
  • We improve Windows Sandbox to better support high DPI displays. If you see an explorer.exe crash that is random but often happens with Build 18305, we make server-side changes to complete it during breaks. Let us know if you continue to experience problems and we will investigate. This same problem is also suspected to be the main cause which resulted in some Insiders finding Start will be reset again to the default in the previous build.

  • [ADD] We corrected a problem that resulted in an update failing with error code 0x800F081F - 0x20003 if the Developer Mode was activated.
  • [ADD] We fixed a problem where the Task Scheduler UI could appear empty even though there was a scheduled task. For now, you must use the command line if you want to see it.

Know Issues

Along with the improvements as usual, there is a list of know problems, including problems with the Creative X-Fi sound card, and no quick action from the Action Center.
Here is the full list:

  • The hyperlink color needs to be refined in Dark Mode on Sticky Notes if Insight is activated.
  • The Windows Security application can show unknown status for the Virus & threat protection area, or not refresh properly. This can occur after upgrading, restarting, or changing settings.
  • Launching the anti-cheat game BattlEye will trigger a bug check (green screen) - we are investigating.
  • The USB printer can appear twice in Devices and Printers under the Control Panel. Reinstalling the printer will solve the problem.
  • We are investigating a problem where clicking on your account in Cortana Permissions does not bring up the UI to exit Cortana (if you have already logged in) for some users in this building.
  • The Task Scheduler UI can appear empty even though there is a scheduled task. For now, you must use the command line if you want to see it. PERMANENT. The Creative X-Fi sound card does not work properly. We partner with Creative to solve this problem.
  • When trying to update this version, some S Mode devices will download and restart, but the update fails.
  • Nightlight functionality is affected by bugs in this building. We are working on repairs, and that will be included in the next building. When you open the Action Center, the quick action section may not exist. Appreciate your patience.
  • Clicking the network button on the login screen does not work.
  • Some text in the current Windows Security application may not be correct, or may be lost. This can affect the ability to use several features, such as filtering Protection history.
  • Users may see a warning that their USB is being used when trying to remove it using File Explorer. To avoid this warning, close all open File Explorer windows and remove the USB media using the system tray by clicking 'Safely Remove Hardware and Remove Media' and then select the drive to be ejected.
  • In certain cases, it might look as if it has managed to build downloads and installations but it is not. If you feel this bug, you can type "winver" in the search box on the taskbar to double check your build number.
